CODE SERVICES SUPERVISOR

Pay: GRADE 160:$74,722.25 - $108,347.26 Annual Salary ($35.92 - $52.09 Hourly)
FLSA Status: Non-Exempt, Merit, Full-Time, Eligible for Benefits
GENERAL PURPOSE
This position supervises housing, zoning, and public nuisance code services programs, prepares monthly performance measurement reports, negotiates dispute resolutions between property owners and code services officers, and represents city actions in appeal hearings and civil citation court proceedings. The position also implements housing code compliance enforcement of the International Property Maintenance Code. Receives immediate direction from the Building Services Division Director. Exercises supervision of the housing, zoning, and public nuisance code services employees.
ESSENTIAL JOB FUNCTIONS
- Supervises the daily operation of code compliance officers for zoning, housing, and public nuisance code enforcement.
- Negotiates and recommends solutions in enforcement disputes between violator and enforcement officer.
- Prepares monthly performance measurement reports, analyzes work performance, and recommends methods to improve performance.
- Meets and communicates with other departments and administration to discuss violations and enforcement concerns.
- Attend meetings with Community Police Officers, Business License staff, Planning, and Building Services.
- Evaluates technology needs that will improve performance and compliance through efficiency by streamlining processes and increasing customer service.
- Manages the Appeal Hearing Process and provides the Hearing Officer with necessary data to evaluate and decide the appeal.
- Responds to citizen and property owner complaints regarding housing code compliance.
- Meets regularly with community partners to collaborate and coordinate community efforts.
- Assists in coordinating clean-up efforts and coordinating volunteers
- Inspects residential properties for compliance with the International Property Maintenance Code.
- Attends and participates in meetings with Community Oriented Policing for serious code violations that exhibit criminal violations.
- Documents violations in a manner consistent with municipal codes for successful prosecution if compliance is not gained.
- Documents "Notice of Dangerous Building" violations and submits file to the Building Official for processing to compliance or demolition.
- Provides training to code services employees on city procedures, the Property Maintenance Code, or arranges for zoning ordinance training from the Planning Division Director.
- Continues professional development by attending professional conferences and training sessions; keeps aware of new trends in code enforcement and techniques for improvement.
- Participates in safety and risk management activities; takes action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employees are required to use on-site equipment.

EDUCATION AND EXPERIENCE REQUIREMENTS
- At least four years of responsible code enforcement experience with a government regulatory agency, preferably municipal or county government experience, including one year of supervisory experience.
- Bachelor's Degree in Construction Management, Building Code Compliance, or a related field or equivalent experience in code enforcement, code compliance, or building construction trades substituted on a year for year basis.
- An equivalent combination of the above-stated work experience and education is acceptable.
SPECIAL REQUIREMENTS
- Possession of, or ability to obtain, an appropriate, valid Utah driver's license.
- Is preferred Possession of ICC, or other approved agency, Certifications in at least two of four residential inspection areas: Building, Plumbing, Mechanical, or Electrical.
- International Code Council Certification as a Zoning Enforcement Officer or ability to obtain within 6 months.
- International Code Council Certification as a Property Maintenance Inspector or ability to obtain within six months.
- Employees will be required to complete NIMS IS100, IS200, ICS300, IS700, and IS800 within six months of hire.
