WATER UTILITY PROJECT TECHNICIAN

DEPARTMENT: Public Services

DIVISION: Water Utility Stores

Pay Grade: GRADE 135: $54,858.23 - $79,544.43 Annual Salary, ($26.37 - $38.24) Hourly Rate

FLSA Status: Non-Exempt, Merit, Full-Time, Eligible for Benefits


GENERAL PURPOSE

This position manages water utility records and trains employees on editing and utilizing related databases. This position also assists with field operations as needed. Receives general supervision from the Utilities Inventory Supervisor

ESSENTIAL JOB FUNCTIONS

  • Create customized geographic information systems (GIS) applications.
  • Manipulate and manage GIS data to serve a variety of purposes.
  • Monitor Tyler Munis information.
  • Train users on GIS use.
  • Organize and sort record drawings.
  • Work with customers both by phone and in person to answer questions and review bills and charges.
  • Provide information on departmental and city policies and procedures.
  • Coordinate with contractor and public to track hydrant meter usage and locations.
  • Provide customer service functions about hydrant meters and general field service inquiries.
  • Perform data entry activities; to input data into a data terminal and verify data for accuracy.
  • Answer the telephone and assist the public.
  • Work with citizens to review accounts and answer questions.
  • Help deliver shut-off notices.
  • Set up new accounts in utility billing software.
  • Perform basic sorting, filing, or copying as required.
  • Enter data from various sources including accounting, statistical and related documents; input corrections and updates; verify data for accuracy and completeness.
  • Assist in the compilation of reports.
  • Operate a variety of office equipment including copiers, and computers.
  • Input and retrieve data and text; organize and maintain and filing.
  • Distribute or file computer print outs.
  • Perform various clerical duties in support of department functions as assigned; participate in routine record keeping duties.
  • Field work related to customer account control.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
  • Perform other related duties as required/assigned.

SPECIAL REQUIREMENTS

  • Possession of a Utah Driver's license.
  • Ability to obtain a State of Utah Grade IV Distribution Certification within six months of hire.
  • Employee will be required to complete NIMS IS100, IS200, IS700 and IS800 within six months of hire.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least three years of experience in a Grade IV Water Utility; any training related to Tyler Munis and GIS software is desirable.
  • High school diploma or its equivalent.
  • Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.

Failure to obtain/maintain a license and certificate as outlined above may result in termination from the position.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of general operational characteristics of water systems and system components.
  • Skill in the use of Tyler Munis or other work management software.
  • Skill in the use of ESRI Software.
  • Skill in training others and creating training material for staff.
  • Skill in working with general system components and system components unique to the crew assigned.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to maintain mental capacity which allows for effective interaction and communication with others.
  • Ability to maintain effective audio-visual discrimination and perception needed for: making observations; communicating with others; operating assigned equipment and vehicles as required by the position.
  • Ability to comply with all city policies and regulations, including safety and risk management standards.
