MAINTENANCE SUPERVISOR

Department: Public Services

Division: Water Utility

Pay Grade: GRADE 155: $71,907.95 - $104,266.53 Annual Salary ($34.57 - $50.13 Hourly Rate)

FLSA Status: Non-Exempt, Full-Time, 40 hours weekly, Position eligible for benefits.


GENERAL PURPOSE

This position supervises, assigns, and reviews the work of staff responsible for the maintenance, construction, and operational functions of the City's water utility, with particular emphasis on meter services including the installation, maintenance, repair, rotation, and reading of water meters, as well as customer service activities related to metering. The position participates in all work activities and performs a variety of technical tasks related to the assigned area of responsibility. Receives direction from the Assistant Water Utility Director and exercises direct supervision over technical staff.

ESSENTIAL JOB FUNCTIONS

  • Lead, plan, train, review, and implement correct solutions for the work involving staff responsible for providing maintenance and repair of City owned infrastructure in City Right of Way, and specifically Water Utility.
  • Must be proficient with Microsoft Office, Outlook, Excel, Word, PowerPoint, Tyler MUNIS, Neptune 360, internal software.
  • Participate in the hiring selection of maintenance staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Participate in the preparation and administration of assigned program budget; submit budget recommendations; monitor expenditures; prepare analytical and statistical reports on operations and activities.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Assess and monitor workload, administrative and support systems, and internal reporting relationships.
  • Identify opportunities for improvement and review with the division manager; implement improvements.
  • Meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures.
  • Investigates complaints and recommends corrective action to resolve problems.
  • Plan, prioritize, assign, supervise and review the work of staff responsible for water utility maintenance services.
  • Recommend and assist in the implementation of goals and objectives for assigned program including water utility maintenance services.

  • Approve timesheets for all staff within their assigned crews.
  • Establish schedules and methods for providing water utility maintenance services.
  • Identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Serve as liaison for the assigned division with other city departments, divisions, and outside agencies.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints; provide information to the public regarding service requests.
  • Provide assistance to the division management.
  • Prepare and present staff reports and other necessary correspondence.
  • Perform inspection of all equipment and vehicles, and schedule maintenance as required.
  • Requisition supplies and materials.
  • Attend and participate in professional group meetings.
  • Stay up to date on new trends and techniques in the assigned field.
  • Perform special projects as required.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
  • Performs the more difficult and complex maintenance and public information duties of the work unit, including supervision of contract services.
  • Continue progressing the development and implementation of the meter replacement program.
  • Ensures a response to system complaints including high/low meter readings, timeliness of service, and courtesy of service personnel.
  • Recommends programs, projects and work assignments to higher level Water Utility Division personnel.
  • Coordinates work activity with other divisions in the department, and with other departments and organizations.
  • Ensures the maintenance of appropriate records.
  • Perform standby and on call assignments as needed.
  • Perform other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least five years of increasingly responsible experience in water delivery system maintenance, construction, maintenance, and repair of public facilities, with one year of administrative and supervisory responsibility.
  • High school diploma or its equivalent
  • Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.

SPECIAL REQUIREMENTS

  • Possession or ability to obtain, within 120 days of appointment a valid Utah Class B CDL.
  • Possession or ability to obtain, within six months of appointment a Utah Grade IV Water Distribution Certificate is required.
  • Possession or ability to obtain, within six months of appointment a Utah Grade IV Water Treatment Certificate is preferred.
  • Employee will be required to complete NIMS IS100, IS200, IS300, IS400, IS700, IS800, IS701, IS703, and IS775 within one year of hire.

Failure to obtain/maintain license and certificate as outlined above may result in termination from the position.
