Pay: GRADE 170: $88,090.33 to $127,730.98 Annual Salary ($42.35 - $61.41 Hourly rate)

FLSA Status: Non-Exempt, Full-Time, Eligible for Benefits


GENERAL PURPOSE

This position coordinates all aspects of their projects and programs using appropriate customer service, project management, business analysis, and information technology techniques to plan, design, develop, implement, and follow up on IT solutions and systems that support both city-wide organizational business functions and processes while maintaining compliance with appropriate policies, guidelines, standards, and appropriately incorporating new technologies and data architectures. Receives direct supervision from the IT Manager - Projects. Receives indirect supervision from the Information Technology Director.

ESSENTIAL JOB FUNCTIONS

  • Perform customer account management, business analysis, and project management functions and lead out in caring for all technology needs of assigned customers.
  • Plan, direct, and participate in the coordination of projects relating to all aspects of Information Technology, including vendor software implementations, custom development, networking, telecommunications, and hardware implementations.
  • Manage the day-to-day operational and tactical aspects of multiple small, medium, and large- scale projects.
  • Minimize organizational exposure, manage scope, and mitigate risk across projects.
  • Coordinate other customer support needs with the Information Technology Division and other city staff.
  • Regularly anticipate customer needs and propose alternative business solutions.
  • Seek and capitalize upon opportunities to increase customer satisfaction and deepen customer relationships.
  • Lead out in coordinating with end-user project leaders and stakeholders to research and identify technologies, manage projects, assure excellent customer service; meet enterprise business requirements, ensure business continuity, and adhere to city technology standards, policies, and governance.
  • Effectively apply appropriate project management methodologies and enforce project standards.
  • Create and execute project work plans and revisions as appropriate to meet changing needs and requirements.
  • Accurately estimate project/program resource requirements and timelines; review high-level deliverables across projects.

  • Manage project budgets and accurately forecast costs and resource utilization across projects; ensure accurate invoicing and monitor receivables.
  • Identify resources needed for projects and assign and manage individual responsibilities; lead internal teams/task forces; review status of team member assignments across projects and address issues as appropriate.
  • Prepare and implement project reviews and quality assurance procedures.
  • Serve as a lead participant in project team, technical team, and customer meetings.
  • Ensure project documents are always complete, current, and stored appropriately; assure project legal documents are completed, signed, and recorded when necessary.
  • Possess an expert understanding of information technology service offerings, technical preferences, and technical directions.
  • Recognize areas for internal improvement and develop plans for implementation.
  • Strictly comply with and enforce information technology standards, policies, and procedures.
  • Coordinate with vendors on new and existing products, evaluate usefulness and cost of products, and make recommendations.
  • Attend customer trade shows as directed and proactively present new technologies to users.
  • Lead out in assisting and training end-users and other city personnel in a variety of information technology topics and procedures.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position.
  • Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
  • Perform other related duties as required/assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least two years of IT experience.
  • Bachelor's degree in computer science or a related field.
  • An equivalent combination of the above stated work experience and education is acceptable.

SPECIAL REQUIREMENTS

  • Possession of, or ability to obtain a valid Utah driver's license is required.
  • Employee will be required to complete NIMS IS100, IS200, and IS700 within three months of hire.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Work environment is primarily inside, where the noise and temperature levels are moderate.
  • The work is light work which requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
  • Must possess the visual ability to see clearly at close (20 inches or less) and adjust the eye to bring an object into sharp focus.
  • Additionally, the following physical abilities are required: standing, walking, sitting, using hands and fingers to handle or feel, reach with hands and arms, stooping, kneeling, crouching, talking, and hearing.
