GIS ANALYST

Pay: GRADE 150: $67,203.68 - $97,445.34 Annual Salary ($32.31 - $46.85) Hourly
FLSA Status: Non-Exempt, Merit, Full-Time, Full-Benefits
GENERAL PURPOSE
This position creates, maintains, and distributes maps, map books, charts, graphs, and other geographic documentation; collects and analyzes geographic data; and assists with other cartographic and geographic projects as assigned. It receives direct supervision from the IT Manager-GIS.
ESSENTIAL JOB FUNCTIONS
- Quickly and accurately collects, enters, and maintains GIS Data (points, lines, polygons, and associated attributes) in various climatic conditions and terrain.
- Creates, maintains, and publishes consistent maps and map books for various departments.
- Creates, maintains, and publishes "non-map" data such as charts, graphs, and other geographic documentation.
- Interprets plans, organizes data, and implements the activities of the enterprise-wide GIS operation.
- Train and assist technical and non-technical users of GIS and GIS-related information technology systems.
- Actively seeks methods and technologies to improve GIS Technology implementation efficiencies throughout the city.
- Manages and completes assignments on schedule and within resource limitations.
- Operates computers and associated technical equipment, including but not limited to PCs, digitalization equipment, plotters, and GPS equipment.
- Assists with DBA and other GIS projects as assigned.
- Demonstrates consistent time management skills required to manage and complete assignments on schedule and within resource limitations.
- Quickly, safely, and accurately collect data (points, lines, polygons, and associated attributes) in various climatic conditions and terrain.
- Participate in safety and risk management activities; take action to reduce liability to the city.
- Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in person with the public during office hours; and employees are required to use on-site equipment.
- Perform other related duties as required/assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
- At least one year of experience using GIS concepts, GIS software tools, and cartographic technologies.
- Bachelor's Degree in GIS or a related field.
- An equivalent combination of the above-stated work experience and education is acceptable.
SPECIAL REQUIREMENTS
- Possession of, or ability to obtain, a valid Utah driver's license.
- Employee will be required to complete IS100, IS200, IS700, IS800, IS701, IS703, IS704, IS775, IEMC course(s), and position-specific ICS courses based on assignment within one year of hire.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of GIS software such as ESRI and MS SQL.
- Knowledge of land-based concepts related to parcel management, addressing, coordinate geometry, geocoding, and establishing demographic attributes that are linked to geographic locations.
- Skill in implementing plans and organizing geo-based data for the benefit of all city departments.
- Knowledge of complex GPS equipment.
- Skill in communicating, both in writing and orally, with GIS and other city staff with a high level of professionalism and customer service.
- Skill in carrying out responsibilities with moderate supervision in a demanding, high-production environment and workload.
- Skill in using basic desktop hardware and software and modern office equipment and software.
- Skill in accurately collecting and analyzing information, statistics, and reports and incorporating mapping concepts into the data presentations for all departments.
- Skill in reading, using, and creating maps, charts, and other data presentation materials.
- Skill in working independently in the absence of supervision.
- Ability to understand and follow oral and written instructions.
- Ability to establish and maintain effective working relationships with those contacted in the course of work.
- Ability to maintain mental capacity, which allows for effective interaction and communication with others.
- Ability to comply with all city policies and regulations, including safety and risk management standards.
