JOB SUMMARY:
Manages the design, development, implementation, operation and maintenance of Unified Police Department's Information Technology (IT) infrastructure systems and the associated support programs. Responsible for overseeing all aspects of (IT) including strategic planning, infrastructure management, cybersecurity, data governance, and application development, with the primary goal of aligning technology solutions with the UPD's objectives and delivering efficient, effective services to personnel.
Creates the technical architectural strategy for (IT) organization as it relates to defining the future architecture, capturing the current state, and building the transition architecture in accordance to the vision of the Unified Police Department.
Acts as the principal authority on the architecture designed to meet the UPD system goals.
ESSENTIAL FUNCTIONS:
- Stays current with technical knowledge in information systems.
- Directs the preparation of IT infrastructure plans, and short-term and long-term strategies.
- Leads infrastructure design, data center and cloud operations, multi-platform servers, networks (voice and data), desktop support, database administration, storage, and recovery teams. Develops recommendations for product selection, implementation, and operational support.
- Develops, manages, and integrates IT infrastructure operations and related programs.
- Identifies infrastructure issues and bottlenecks, their impact, and executes successful solutions while tracking and achieving measurable results.
- Conducts capacity monitoring and planning of the computing environment to ensure appropriate acquisition of IT resources.
- Prepares disaster recovery plans and executes test and recovery capabilities.
- Develops processes and monitoring of infrastructure systems that report on the effectiveness of said systems and controls necessary to protect without interruption the information technology systems, assets, and interests.
- Formulates, documents, and promotes all IT infrastructure policies, processes, procedures, and best practices.
- Monitors compliance with the organization's IT infrastructure policies and procedures among employees, contractors, partners, and other third parties and resolves potential issues as needed.
- Identify and recommend annual operational and capital budgets for the assigned group and the IT organization. Matches appropriations for specific programs with appropriations for broader programs, including items for emergency funds.
- Develops IT cost metrics for budgeting and employee headcount analysis, current and projected.
- Develops and maintains effective working relationships with customers, vendors, peers, subordinates, support personnel, and team members.
- Ensure robust cybersecurity measures are in place to protect UPD data from breaches and cyber threats.
- Maintains awareness and point of view on emerging technologies, architectures, and industry best practices.
- Ensures compliance with CJIS Standards.
- Encourages innovation while weighing cost against the benefit of information technology investments.
- Integration of specialized applications within the Versaterm Suite.
- Install, configure, and maintain software and applications across the organization.
- Update and patch software and applications to ensure security and stability.
- Monitor system performance and identify areas for optimization.
- Manage user accounts, permissions, and access rights to applications. (Microsoft Suite, Azure, Net Motion, etc)
- Implement and enforce security policies and procedures.
- Ensure compliance with relevant regulations and standards
- Diagnose and resolve software and application issues.
- Provide technical support to end-users.
- Create a training plan for the usage of software and technologies for users and administrators.
- Create an IT disaster recovery plan (IT DRP).
MINIMUM QUALIFICATIONS:
- Bachelor's degree from an accredited college or university in Information Technology or other closely related field, plus six (6) years of related experience, of which two (2) years must have been supervisory or administrative; OR an equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience.
- Professional certifications in Information Infrastructure (ITIL), Project + or similar, AWS, Site Development are preferred.
- Due to the nature of this position, the successful applicant must pass a required background check.
KNOWLEDGE, SKILLS AND ABILITIES (KSA):
Knowledge of:
- Infrastructure concepts, principles, and best practices for voice and data networks; systems architecture; design and testing; hosting and cloud-based services; Internet/Intranet technology and mobile devices
- Operations, services, concepts, terms, and activities common to a comprehensive, state-of-the-art infrastructure systems program and current regulatory requirements
- Current and emerging infrastructure technologies including but not limited to: Networks: WAN, LAN, SD-WAN, WLAN (Fortinet, HPE), UniFi, CradlePoint; network monitoring tools. Servers: Microsoft Windows, Linux; administration on-premises and in the cloud; Microsoft 365, SharePoint and Exchange. Telecommunications: VoIP, mobile phones, iPads and tablets. Desktop & Helpdesk Support: PCs, Macs, laptops, mobile phones, tablets, printing, projectors, etc. Database administration (MY SQL, PostGre SQL). Security: Firewall configurations and policy, camera configurations, and access control.
- Failure, backup, and recovery processes as well as experience with performance analysis, failure mode analysis, and remediation processes
- Various systems monitoring, operational, performance, provisioning, support and tools
- Project management principles and techniques including project budgeting, quality assessment and control, and resource management
- Organizing and prioritizing projects and work assignments and reviewing, establishing, and maintaining project schedules

- Lead the IT organization where change is frequent and the demand for effective technological solutions is high
- Effectively analyze, solve problems and manage multiple tasks and responsibilities in high pressure environments, excel at pinpointing and resolving problems in early project stages to avoid cost/time expenses
- Exercise professionalism, discretion, and confidentiality in all matters
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
- The position requires moderate physical exertion and requires the ability to stand; walk over rough surfaces; bend, crouch, stoop, stretch, reach, in a recurring manner and/or for long periods of time.
- The position requires the ability to work all hours of the day and night, on weekends, holidays, on a 24-hour on-call schedule.
- Willingness to assist when not on a scheduled "on-call" status to respond to major events where on-duty and on-call resources are not adequate.
- The position will require subjection to random drug and alcohol screening.
